For Bit.ly links add a + at the end of the URL to see where it goes rather than opening the page directly.
TinyURL has a preview feature that can be enabled in your browser.

Use a tool to tell you where the url ends up at (after any redirects)
Use a URL testing tool, but for links that redirect it may not show the right details. Eg it may just get to bit.ly and say that is safe, without taking it through the whole redirect path.
